What is in Federal 2021 budget for you?
Yesterday, the Federal Government released its 2021 fiscal year budget. I took the time to go through it and happy to share the following highlights regarding the funding for businesses.
Canada Emergency Wage Subsidy and Canada Emergency Rent Subsidy will be extended to September 25, 2021. Only employers with a decline in revenues of more than 10% would be eligible for the wage subsidy as of June 6, 2021.
At the same time, the new Canada Recovery Hiring Program for eligible employers that continue to experience declines in revenues relative to before the pandemic will supplement and later replace the emergency wage subsidy. This support will be available from June 6 to November 20, 2021.
The application deadline for similar support under the Regional Relief and Recovery Fund is extended until June 30, 2021.
Multiple hiring grants are introduced or replenished to help businesses hire youth workforce, including:
- Student Work Placement Program
- Youth Employment and Skills Strategy
- Sectoral Workforce Solutions Program
A new Canada Digital Adoption Program will be introduced to support small manufacturers and food processors in implementing digital technologies. The support will provide grants for technology selection and planning and no-interest loans for technology acquisition and implementation. The loans will be provided by BDC.
Industrial Research Assistance Program (IRAP) gets additional funds. This program is known for long delays, and hopefully, the boost will provide opportunities for more businesses to apply.
The maximum amount of government-guaranteed loans through the Canadian Small Business Financing Program will be increased to $500K.
The aerospace industry will get a boost through the Aerospace Regional Recovery Initiative, which would support small and medium-sized firms in improving productivity, strengthening commercialization, and greening their operations and products. The government will provide the details within the next few months.
Business Scale-Up & Productivity, Strategic Innovation Fund and Supercluster Funding will be continued through this fiscal year.
CanExport program that supports Canadian businesses marketing outside the country will also be continued.
More funding and tax incentives will be provided for clean technology and climate change technologies adoption. However, it appears that Climate Action Incentive Fund for businesses will not be renewed. The farmers will get more climate change-related incentives.
We have not seen any specific funding programs for manufacturers to improve productivity, purchase new equipment or introduce hardware, software or industry 4.0 solutions, so we will keep monitoring the announcements from the Canadian Manufacturers and Exporters.
We are also unclear about the Federal-Provincial programs such as Job Grants for skills training and the Canadian Agricultural Partnership. We will provide you with more updates as more information becomes available.
Wage Subsidies and Hiring Grants
Student Work Placement
Through the following program employers can apply for wage subsidies to help them hire post-secondary students across Canada.
Amount:
- Up to $5,000 for every student you hire through the program
- Up to $7,000 for every student you hire that is in their first year or is from an under-represented group including:
- women in STEM
- persons with disabilities
- newcomers; and
- Indigenous students
- As a COVID-19 measure, subsidy is offered at 75% coverage (maximum $7500) for all students, until March 2021.
Which Funding Programs Are Still Available?
We’ve all been living in the crisis mode for about three consecutive months. It is now time to accept the reality as a new normal and get back to the plans we had for our businesses before the pandemic.
The good news is that most government funding programs to support your business growth and solving its most pressing challenges are still available. Here are some of them.
Canada-Ontario Job Grant provides 50%-83% of the training cost. Online training is eligible. If you postponed employee training due to pandemic, ask your trainers if they can deliver the training online.
IRAP Youth Employment program provides up to 80% of the salary of the science and engineering graduates you may hire. Other hiring incentives are also available.
The famous SR&ED Tax Credit program now conducts online audits and claim reviews. The program is open for applications. Your business may be eligible to claim 60% of the labour cost spent on research and development.
Business Expansion grants and loans, such as SWODF, EODF and BSUP, are still available. If you’ve been thinking of expanding your building and buying equipment before the crisis, it is time to revisit your plans and apply for one of the expansion funds.
Last but not least, the CanExport program is still available. This program compensated 75% of international business travel and trade show expenses. Now that the business travel is not an option, you can apply for the funding to get regulatory approval to export your product, e.g. FDA approval. Participation in virtual trade shows and conferences and online advertising is now eligible, as long as you are pursuing export market opportunities.

Canada Summer Jobs – Canadian Wage Subsidy
Amount: 50% of the provincial minimum per hour wage per each summer student

The Canadian Northern Economic Development Agency is seeking Expressions of Interest (EOI) for new single or multi-year projects starting in the 2024-2025 fiscal year. All EOIs must be submitted to before November 20th at 11:59 p.m. (PST).
Eligible Projects
As part of this EOI, priority will be given to projects that address one or more of the following business and community economic development priorities, in line with the four key themes of CanNor’s Pan-Territorial Growth Strategy:
- Diversification and Innovation — including:
- Business Scale up and Market Expansion — projects that help businesses to accelerate their growth and assist with the adoption of innovative technologies that support scale-up, productivity and global competitiveness (e.g. clean technologies, digital adoption, e-commerce offerings).
- Regional Innovation Ecosystems — projects that help create, grow and develop strong and inclusive (e.g. women, youth, Indigenous peoples) regional networks that support business growth and innovation, that foster the entrepreneurial environment, and that increase the competitiveness of SMEs.
- Indigenous Economic Development — projects that support and increase the participation of northern Indigenous communities and businesses in economic opportunities (e.g. tourism, blue economy, mineral sector, housing industry).
- Sector Development — projects that foster the development and growth of key sectors (e.g. tourism, arts and culture, fisheries, food systems) in a manner which increases community capacity, maximizes jobs, and enhances long-term wellbeing (e.g., circular economy) within the territories.
- Infrastructure Investments and Development — projects that leverage other investments to maximize local and regional opportunities by closing the economic infrastructure gap, as well as by supporting broadband and clean technology initiatives.
- Resource Development — projects that support the development and growth of SMEs within the supply chain and remediation sectors, as well as the exploration and development of critical minerals, innovative mining techniques and clean technology innovation.
- Skilled Workforce — projects that will increase the availability and quality of pre-employment and targeted job skills training based on industry demand, through support for curriculum development, equipment and infrastructure investments.
- Economic Recovery & Stabilization — projects that support communities, not for profit organizations and SMEs in the economic recovery of their sector (e.g. tourism).
- Tourism Growth — projects that support communities, small- and medium-sized businesses, and non-profit organizations in developing local, community-level tourism offerings and events.
Deadline
All EOIs must be submitted before November 20, 2023.

How to Get Wage Subsidy in 2022?
If you create jobs and need to hire someone under the age of 30, you can get two types of wage subsidies.
1. Student Work Placement Program provides $5K-$7K towards a student’s salary when you hire a student who will return to school after the internship. Multiple industry organizations deliver this program depending on your industry. 2. Digital Skills for Youth provides $10K-32K towards post-graduate student’s salary when you hire a student for digital jobs, including but not limited to automation, coding, artificial intelligence, etc. The list of the delivery organizations that administer the funding on behalf of the government of Canada https://ised-isde.canada.ca/
You need to contact the delivery organization that serves your industry or is located close to your business and use their application portals to apply. You need to have a job description to apply. Usually, the application process is straightforward, and the decisions are made within a week. This time of the year is good to apply because all the above organizations have just received the new funds from the 2022 budget. So, don’t wait until the funding runs out.
